I guess my point was that Michel undoubtedly gets many suggestions as to new classifications -- many I am sure have merit. But, there is the issue of having so many classifications - even worthwhile classifications - that things begin to get lost in the shuffle. So as sole plenipotentate and lord high commissioner of the Universal Thread, he has a significant responsiblity in weighing such proposals to determine if there is a need for the classification and to what degree it would be used.
I'm certain the implementation would be simple -- probably a matter of adding a new row to a table somewhere.
