Winzip now have a wzzip.exe and wzunzip.exe - which definitely do handle long file names. You'll need to purchase Winzip (www.winzip.com) and download the command line add-ons from the web site; but confirm this with them first. If you're going to distribute the apps widely you may need a special license from them as well.
