I think you should try out a few of the frameworks and see which one(s) fit your style. Almost all of the frameworks have a trail version or a 30 trial or something to get the flavour. Do a search on "framework" for 1998 and you will find some great discussions on the pros and cons of the various frameworks and application generators.
