I believe that this is possible but I would like for someone to respond that has actually done this or can verify that it is indeed possible.

I would like to have a web interface, complete with drop down
combo boxes for selection purposes, that can be used to run a
VFP program that will extract Oracle 8 data. Is the best route
to use the VFP Active Documents inside an IE 4.0 session?

This app will be for a select few number of internal employees.
I know that the VFP runtime will be required, but that should
not be an issue.

What other tools if any will be required to take the data from
the interface and submit the query to either another VFP program
or directly to the Oracle backend?
