This is the step you need to take. Take about 5 minutes to explain things to Robert as you have explained them to me. The Active Accessibility folks don't have a thing to do with VFP. It is up to the VFP team to make the necessary changes. The same goes with the other product teams.
Seems to me that if you want to see changes in VFP, you need to direct your correspondence to the VFP team.

No, I haven't corresponded with Robert directly, except here on UT. As to why not - I've been busy finding workarounds to the problems I've encountered and developing applications. While I feel I contribute to the VFP community, my first responsibility is to stay employed, and keep my clients happy. As a result, when I find something, I let others know about it; the first ones I notify are my clients, who keep gasoline in the car and food on the table. I pay Microsoft for their product, and I make my positions known to Microsoft through public forums. Is Microsoft responsible for tracking down and responding to reported problems? I see as many workarounds and fixes published here on UT as I see in Microsoft Knowledge base references
