You may do one thing - check for the sys(2019) file (the config.fpw), and make sure it has lines like
The "tmpfiles" line tells it where to put the temp files.
You should let the app create the directories (pick your names, of course) and the local foxuser files, and create a config.fpw file like this for each workstation, there where the runtime is (in windows directory, probably). At the next run of the app every user would have her own config.fpw, which would tell Fox where are the temp files directory and resource file, relieving the network from extra traffic.
