I let the user enter a percentage of deleted records they accept and then pack automatically when there more deleted records in a table than that. The same applies to the CDX. When its size increased by a certain (configurable) percentage, it's reindexed. The second reason to pack and reindex is when the user experience strange behavior in the application.
