If this happens on all machines, I'd look to see if you have some controls on the pageframe rather than the page itself. From the desciption you've given, with just the scrollbars bleeding through, it's likely that you're running into a problem with the video driver. If the problem doesn't happen on all systems, you can try to rule out the video driver by substituting a generic driver (like the generic VGA or SuperVGA driver for Win9x) and seeing if the problem disappear. If so, updated drivers, or a new video card, would be a reasonable next step.
