Nope, and the current UPS Software doesn't do OLE Automation. I work pretty extensively with implementing shipping systems; if you decide to implement the UPS rating algorithms for thie zoned services, the zones are resolved on a 3 digit zip, on an origin-destnation specific basis; zone assignments are based on origin-destination pairing and service. Rates are based on zone and weight, and have additive special service fees. UPS is not terribly helpful about providing rating information in an easily usable electronic format; if you need to support shipment from more than one location, you've got a tough job ahead of you.
