This can be the case when the path setting in the autoexec.bat misses a semicolon ';'. VFP cannot find the config.fpw and display's a DO ? dialog box even if the config.fpw is included with the exe.

1st solution. check the autoexec.bat path setting for a missing semicolon and fix it.
