Then what it appears you want is a trigger on the table that charges are made against. The table would have to be in a .dbc. Is your application updating the customer table with something like

balance = balance + purchases ???

If so, a trigger on the customer table could be used. How you want that to be handled is completely up to you... (such as automatic e-mailing or just adding customer record to a polling table for reporting/manual review)
