In the autoexec.bat, the paths in de "PATH =" must be separeted with a semicolon. If there is apparently no error in this path setting. The problem is the Windows instalation and should be reinstalled.
I've experienced the same problem you have. Microsoft told me to look in the autoexec.bat for the path setting. But in my case this was fine. I solved the problem by reinstalling Windows.
