Can't you buy VFP 3 and 5 from M$ anymore? Are you looking for discount sources? Did you try Surplus Software (www.surplusdirect.com)? (Surplus Software used to specialize in discontinued software a few years ago, but they've changed a lot and Egghead recently bought them, so I'm not sure now.)
