If you open the bitmap in imagedit does the bmp have a background that isn't the same as the SCREEN color? I don't have NT so I can't test it, but I know some of the standard bmps that ship have a gray background instead of the screen color which is transparent when the bmp is used.

When the button is disabled when an application is running, the bitmap is completely grayed out in a block (even the bitmap outline is not visible).
