Another stab in the dark to borrow David's phrase, but is it possible that it was BROWSEd at some point with the PREFERENCE keyword?
Try opening the table with BROWSE NORMAL and that should make it look and act like a normal browse window.
>They are both free tables. The peculiar table has "Search Screen [Enter]=Select,[Esc]=Cancel" in the title bar. I get the same behavior (no Table in the Menu, no edit, "search screen" message in title bar, and english like column headings) from Browe in the Data Session window or Browse in the the Project Manager.

>>Open the Data Session Window. Open a dbf, and Command Button Browse it. The menu changed and I have a Table item. I can edit the table and the column heading of the table are the exact field names. Open a different dbf, and Command button Browse it. The menu does not have the Table item, I can not edit the table, and the column heading are English like (not the fields names). Why are these two tables so different?
