The declare is correct given what you've told me; it either can't find the .DLL (it is not in your Windows, Windows\System, or the CWD) or the exact entrypoint name is incorrect. The case of the declared entrypoint must match the name of the entrypoint exactly; if it's out and you declare it as Out it won't work.
