I recently posted a program, CLSHEAP.PRG, that contains some of the functionality you're looking for as a set of add-on procedures that will convert between various numeric and embedded string formats for use working with the API. I would expect that it will be available for download in the next couple of days. In the meantime, look in the FAQ under the Win32API section and in the Files section here on UT for more information.
