They already have; Active Accessibility v1.2 is available now, and offers considerable control of cursors, etc. from the Control Panel. it works with Win9x and NT 4.0 (I think SP3 or later is required with NT 4.0). It is available for download from Microsoft's download sites if you don't already have it.
