The Click() event for that button pops up a modal form for entering data into the selected record--pretty straightforward stuff. The form is visible, but I get no cursor unless I Hide() the second form before popping up the payment form.

John,
Are you running VFP 3.0 in Windows 3.1? If so, you could simply be running out of System Resources. Whenever Windows 3.1 starts to drop objects from the screen, it can mean that things are getting to be too complicated for Windows 3.1 to keep track of them. Depending on the complexity of your forms, and pageframes, etc., you could be reaching that stage. This problem can be alleviated by installing a third party System Resource manager.
