You can also set the registry keys for the screen saver (which is really all that the Control Panel applet does.) The problem is that beyond some generic keys that apply to all screen savers (like the file name, also stuffed away in SYSTEM.INI), the configuration details are not uniform, and may involve accessing some custom property pages, which i don't know how to do with VFP.
