Because of implicit row/table buffering. MULTILOCKS ON is required where you are using Form level properties for buffering because data will be row buffered except for Grid bound data which is implicitly table buffered. Therefore, more than likely, to avoid an even more confusing state of affairs, the powers-that-be made MUTLILOCKS ON a requirement for buffering period.
