Try it this way:

SQLEXEC(lnHandle, "UPDATE QS36F.GMBIAP6 SET WSBTC = 'Y';
WHERE GMBIAP6.WDC=' ' AND GMBIAP6.WSBTC = ' '")

Appears the the set argument does not like the table name prefix.
