It should be a part of any Win9x or NT system, and the version hasn't changed in quite a while - the version on my NT box here is dated 10/14/96, and is version 2.11.000; the copy on my Win98 box is date 5/1/98, and is a bit larger, but is the same version (2.11.000). I don't have a Win95 box here to look at, but I suspect that you're looking at the same situation.
