The only thing I can think of is that the runtime components were not put into your setup Wizard install. When you ran Setup Wizard to create your install, did you tell it to include the VFP runtime? In the second screen (Step 2 - Specify Components), you need to check the checkbox for Visual FoxPro runtime to have the runtime files included in the setup.
