If you were starting from scratch, install Win95 first with FAT16 on the C: primary partition. Install NT to a separate partition, either FAT16 if you need the NT volume to be accessible when Win95 is running, or preferably, an NTFS partition. This will install the NT Boot loader and create a set of boot manager entries to allow Win95 and Nt to be selected from the boot menu, with a default boot to WinNT (this can be altered with the BOOT.INI file.)

Adding Win95 to WinNT after the fact involves selectively screwing up the NT boot loader by installing Win95 to the C: partition, overwriting NT's loader, and then creating a correct NT loader using the repair option of NT Install. This is a complicated procedure, but it's well-documented, both on files on the NT CD, and better, on The NT FAQ

Alternatively, a third party boot manager can be used. This offers choices not available through NT's boot loader. My preference here runs to PowerQuest's Boot Manager, part of Partition Magic 4.0; other popular choices include System Commander and Norton SelectIt.
