It can, but, depending on what you want to write, you may use a product like FoxWord (someone referenced the URL lately, and maybe it's in the Files here), though it's got some limitations.

You can always roll your own, but it'll take lots of work, trial/blowup cycles, and lots and lots of time.

I did it in FPD, with lots of textmerge (you know, the \\, \, << and >> stuff). Wrote a sample document in Word, copied it into a .prg, surrounded it with Text...EndText commands and then stuffed some macros inside. Eventually I generated .rtf files which could compile into .hlp, but be warned - the code for that looks like spaghetti for ten persons.
