Eric,
Two possibilities:
1. SET CENTURY is scoped to the data session. If your form uses private data sessions you'll need to SET CENTURY in the Load event of your form or somewhere else (like the data environment).
2. Check your Regional Settings in the Windows control panel. You may have Windows set to display two digit years.
