No. But the opposite is true, if you open a table, the DBC is opened automatically.

VFP does not load the table into memory. Opening large files will not cause an "insufficient memory" error.

Not relevant. I myself use NoDataOnLoad for parameterized views, when I do not want the entire table to come over the wire.
