Well, you only have to ENTER two digits... but, what if you had...

SET CENTURY TO 19 ROLLOVER 20

And someone wanted to enter 1918? They can't with SET CENTURY OFF

Also, with century on, you can still enter two dates and rely on the rollover, but you will see the full expansion, which I think the users would prefer. Also, the user may not know what the rollover is set to, and having century on they can see the results of there two digit year entry.
