In addition to what Ken said... In a Netware environment... (haven't seen this in NT, but it may happen there too)

If the user account of the owner of a file is deleted, or no longer has permission to the file, it could act as a read only file. The answer is to set the owner of all the files to supervisor.

Of course, when you restored the file, the owner was changed to whoever was logged in that ran the restore, or to the tape drives user id, in either case to a user account that existed and/or had permissions to the file.
