I am just starting to work on something similar. The solution I a attempting is to use an ActixeX called Spread 3.0. You can download it from www.componentsource.com.

This control is a lot like Excel and allows me to set attribites like color and font on a cell by cell basis. I can also lock out many cells from getting the focus and draw boxes, etc around rectuangula ranges of cells. You can address 'regions' by using Excel-like row/column coordinates, and trap for cursor/mouse entry.

I am setting it up to not show grid lines to you can see it is a spreadsheet.

It also supports OLE Drag & Drop which is how I am allowing the user to drop questions on the questionnaire form.

Download it (7 megs.) and see if it can do what you want. I am happy so far.

They want to be able to add records to a system that would generate multi-page forms with a header and footer and resizable rows on screen that would contain several columns. The columns would contain either vertically sizeable, editable text fields or diagrams with cut and paste and edit capabilites. Also, any column+row (rectangular) region on the form could have "hot-spots" on the form for allowing the user to show popup windows for selecting valid items for that region. And of course it would print as seen on the screen.
