George Tasker wrote an outstanding article on how to have a mutually exclusive (mutex) application running in VFP where only one instance would run guaranteed.....this was (I think) in FoxPro Advisor November 1998. Since George frequents the Universal Thread, perhaps you might want to post a question directly to him?
