I think he's looking to add items to context menus for a file type, which is done through View/Folder Options/File Types in Explorer, or programmatically via the registry by creating registry entries for the file extension under HKEY_CLASSES_ROOT for the file extension (it's a whole lot easier to do with the dialog in Windows Explorer.)
