I haven't encountered this problem before, but my tests were on Windows 95 computers. I've also seen posts here about a fixpack for VFP 6 setup wizard, and there's probably a fixpack for VFP 5 also, so do a search here in the UT for that.
As for forcing people to agree to a license, the way I do it is starting my license agreement with something like "By using this software you agree to the conditions of this agreement. If you don't agree or don't understand something, you must cease using the software immidiately ...." Also, when my application starts it shows a splash screen with the message "This software is subject to license agreement....Please read and agree to all terms before using the software." If you like, you can also show your license text in an introductory screen and add the "Agree" and "Exit" buttons.
If you prefer the approach of showing the license before installation, you can write a small program that shows the license and launches the installation program if it is accepted.
Note that I am not a lawyer and don't know if either approach has a legal advantage.
