I have written a tool meant to provide an easier way of maintining views that are too complex for the view designer. It does not have an SQL designer, (you have to edit your SQL by hand) but it allows you access to all of the other view properties that are normally set in the view designer, and some more that aren't. You can download eView from the files seciton here. It also has a couple of other handy utilities that make it worth looking at.
