Hello,

I just upgraded an app to MM 4.1 and when I run
the application, the User Preferences and DataBase
Utilities are disabled. Authorizations in the users
table are set at 1 for full-access. This was working
correctly in a previous version. I have tried various
other combinations in the users table and it seems that
these settings are being ignored.

Did I miss a mandatory code change?
