You mean at runtime or at design time?

At runtime, you can use AMembers(laDEStuff, TheOtheForm.DateEnvironment, 2) and create your cursor based on this info.

At design time, other than copying the original form under a different name, I don't see how it can be done.

However, if your question was "How can I access FormA dataenvironment from FormB, when FormB was called by FormA", then your best bet would be to use a default datasession in FormB.
