I agree with you. In times when I've used some sort of COPY TO ... WITH CDX, or any similar thing, to "back up" enterprise data, it's been to copy the files to another network directory from which they'd be backed up onto tape. The purpose of copying them to a backup directory from the live directory was that no one would have the files open in the backup directory, so the network backup program would always be able to back up those files. Assuming the Fox code wasn't in the process of putting them there! :)
