It is difficult in the non-profit sector. Money is always tight. My tactic is to scare my boss by saying. "If we fall behind in technology, we will have to expend a lot of energy and dollars catching up at some point".

Incremental changes (like moving from VFP 3 to VFP6) can usually be worked in with other projects. Moving from 2.6 (or worse from 2.0) to 6.0 is a big job.

Every employment sector seems to have it's unique challenges. I remember seeing a post from Roxanne saying that her boss's response to an upgrade request was "How will this help us sell more pagers?". For me it is "How will this improve patient care".
