Those functions are built into VFP, therefore they behave just like they should in any other Windows-style application, meaning Copy or Cut is enabled only when text is selected (highlighted), and Paste is enabled only when text is in the clipboard and a text-type control (i.e. something you can paste into) has the focus. Select some text and then check the menu.
