I don't have an answer for you here - there are any number of things that might be wrong, ranging from a bad serial cable to an inability to work with the interrupt-driven I/O model of MSCOMM32 within VFP.

An alternative might be to poll the serial port and watch for the RING string coming from the modem in response to a line ringing. Of course, this means continuous polling of the port with sufficient frequency to answer the phone before the caller gives up if the modem is not in autoanswer mode, and responding and configuring the modem from the CONNECT string as needed as well if you need to change the serial port configuratin in response to a higher or lower speed connection.

I've not done any modem-based control with MSCOMM32, so I can't give you anything specific to try.
