In Visual Foxpro 5.0, when I issue the command

report form sites range 2,2

I get only page 2 of the report, which is what I expect. If I enter the next command

report form sites range 2,2 for district="39"

I get all 6 pages, acting as if the range clause did not exist. I upgraded to Service Pack 3, with no change in functionality. Any suggestions?
