I have

on key label F1 keyboard '{Alt+1}'
on key label F2 keyboard '{Alt+2}'
on key label F3 keyboard '{Alt+3}'

etc. in a few areas of our system.

In this case, I have a few rows of buttons with caption starting with

F\<1 Command1
F\<2 Command2
F\<3 Command3

etc.

This was in an attempt to keep similar functionality of the old DOS system.

I haven't had a problem. It is just important to put you ON KEY LABEL commands in the right spots (to set them up and to set them back to what they were).
