So I checked its box, saved the options and it now appears on the ActiveX toolbar but doesn't work. I assumed since it was in the list that it was installed as part of VS6. Is this not the case?

No. Dynazip is a third party product that is probably in your ActiveX list because something you installed uses the control. License to use and License to develop with are two different things. It is registered on your machine in its capacity to be used by the product you bought or installed, but not to be used by you, the developer.
