Sure you can, in a header or footer or summary band or grouping header or grouping footer. But try putting the image into the grouping DETAIL band. To size the image you have to use a height of say 2" wide but 4" high, but one line of printed text is about 1/4 inch. So the detail band height is 4" high, so EVERY line in the detail band is 4 inched high.
