Can't sat I can help, but I stumbled into the same problem and closing/reopening the proj manager cured the problem.
But maybe it has something to do with the application object that can be hooked onto your project.
I remember fooling around with this and accidentily (not sure about the spelling) hooked the new application builder of VFP60 to my project and then I saw that quircky behaviour as well.
BTW I'm working with VFP60 on WinNT4 SP4
