Actually, I think your solution is easier than creating a monster memo.

I tried this out:
1. created a report with one table field in the detail line.
2. Closed up the detail line to be wide enough for the single field.
3. Inserted a 3"x3" bmp olecontrol.
4. Set the top of the bitmap at the top of the detail band. (the rest extended into the page footer--in the designer.

When I preview the report, I see the effect that you seem to be describing.

IOW, your detail band doesn't need to be high enough for the picture...
