About 7 or 8 years ago I wrote an EDI parser in FoxPro DOS. It worked pretty well all things considered, and you could go that route, although there are probably some third-party tools you could look at too. I might (no guarantees) even have some source code of my own lying around...
However, I believe that EDI is going to be supplanted by XML soon, whenever the various industries start agreeing on standards, so you might want to look at that too.
