By using RegSvr32 utility (normally in the Windows\System32 directory).
The syntax is: regsvr32 c:\path\comdlg32.ocx. This command will display a reply saying that it succeeds or not.
Do you also have comdlg32.dll? The ocx is just a front end to the DLL. You need both to be able to use the control. You may have to register the DLL too.
