If you look at most IBM terminal keyboards, the only enter key is pushed to the right hand side, next to the numeric keypad, so tab was closer. I think the original PC keyboard had the enter key next to the alpha keys because of the typewriter, but if you remember, it was quite small compared to the enter keys of today.
